Both cities are very open to skating on streets and sidewalks. I have been down there twice to skate during the Great EsSkate (www.SkateMiami.com) with about 400 other people to skate the in Miami, Miami Beach, and South Beach in February.
Their club's site is www.beachbladers.com and they list directions to their regular skating locations but don't describe them. I'm sure they will be willing to give you hints on the best of them if you contact them.
The Great EsSkate is a great weekend. If you live there, you don't even have to spring for air flights or a hotel room.
